Nice! I'll run this tonight and see how much difference it makes on my load times. It's probably going to be very much like a hard disk defragger -- that is, you'll want to re-run it after a sizeable patch (like the upcoming v3b1 patch).

How does one get it to work? I downloaded it and extracted it, but when I try to open the program it does nothing.

You need to extract it to the location in which you installed LOTRO -- generally c:\program files\turbine\the lord of the rings online\ (or c:\program files (x86)\... if you're on a 64-bit system). Once it's extracted there (one file MAY overwrite another one that already exists. that's OK), you can run datdefrag.exe and away you go.

I forgot to mention -- it's a console (command-line) application, so it may make more sense to open a command prompt (start->run->cmd) and navigate to the lotro folder: cd c:\program files\turbine\the lord of the rings online\ and then run it from the command prompt by typing datdefrag and pressing return. This is not a requirement for it to work, however.
